Cemetery Policy Manual
Updated:  March 3, 2002

1.  Under no circumstances shall any activity of a permanent nature be initiated without prior authorization of the
Spence Chapel United Methodist Church Council or Board of Trustees, as communicated by a duly authorized
representative.

2.  The Pastor’s Office shall be the primary contact point for all inquiries and notices.

3.  The Cemetery Executive Committee shall consist of the following duly elected church officials:

Pastor, appointed by the Bishop
Cemetery Director, elected for a term of three years
Three individuals, elected in staggered three year classes
The persons elected to fill the following church positions:  Lay Leader, Trustees Chairperson,
Church Council Chairperson, Church Council Secretary, Finance Chairperson, Treasurer, Finance
Secretary.

4.  Proof of ownership and 24 hour notice is requested prior to any burial.   The Chairperson of the Trustees shall
determine any disputed ownership, in consultation with the pastor, director, and other affected parties.

5.  All sales of cemetery spaces are suspended indefinitely, except in emergency cases involving church member
families, as determined by the Chairperson of the Church Trustees.

6.  The Executive Committee is empowered to conduct the daily business activities related to the operation and
maintenance of the cemetery, within the policies of the Church Council, and may delegate its responsibilities to
additional persons or entities as it determines appropriate.

7.  The Cemetery Steering Committee, consisting of any persons who are interested in the cemetery operations
and history, may make recommendations to the Executive Committee.

8.  A Policy Manual documenting all current policies and procedures shall be maintained and publicly available.

9.  All temporary or permanant monuments, markings, decorations, and landscaping are subject to the approval
of the church, and may be installed, retained, prevented or removed without notice at the church’s discretion.

Policy Update Recommendations
From the Cemetery Executive Committee
Approved:  March 3, 2002

A.  The Director is authorized to supervise all maintenance activities related to cemetery operations, including
both volunteer and contracted activities.

C.  All monuments placed in the cemetery shall be of the type made and sold by a firm doing this type of business
and meeting all requirements as to licenses and fees, and no makeshift or homemade monuments shall be erected.

D.  All foundations for newly installed monuments shall be prepared by the monument company under the
direction of the cemetery director.  The foundations are to be of sufficient width and depth to adequately support
the monument.  The cemetery director is to locate the place where the foundation is to be laid and to inspect the
foundation being poured to see that the requirements are being met..

E.  No curbs, fences, or any type of construction, and no planting of shrubs, trees, flowers, or other landscaping
shall be done except by specific pre-authorization by the church, including on or around the border of lots.  .

F.  The four lot corners may be marked with any type of stone up to 6 inches wide, and level with the ground..

G.  The origionals of all cemetery records shall be maintained in the church safe deposit box, and a copy shall be
maintained in a  locked filing cabinet in the church office.  Access to cemetery records is restricted to the Pastor,
Director, Chairperson of the Trustees, and other offices or persons as may be authorized to insure reasonable
confidentiality.   Copies of materials may be made for off-site use by authorized persons.   Access to any records
and information shall conform to state privacy regulations..

H.  Mowing and spraying around monuments shall be performed as needed in the view of the mowing contractor
and the cemetery director.  Spraying of the driveway and fencerows shall be performed by Coleman Mathis.  The
cemetery mowing contractor for the 2002 mowing season is Don Holshouser..
